THE MAIN CAUSE.

The following dialogue ensued between a journalist and a civil servant in Nigeria.

JOURNALIST: There has been this allegation that you civil servants are corrupt. That you people steal from the government. Why must you people do that?

CIVIL SERVANT:  You see, our governments at all levels have not helped matters. After our retirement, they keep us waiting for our pensions and gratuity. Many us us retirees died while still waiting for our pensions.
I believe it is deliberate so that after our death, they could take the money for themselves.

That is why, we have to steal as much as can to sustain us while waiting for the pensions. There would continue to be stealing in the public service as far the governments refused continue to delay civil servants pensions.
